Don't Make your Audience Guess
Your audience doesn't want to guess at the point of your message and you do not want your audience guessing.
Start with the end. Provide your audience a framework of your conclusions and then state the facts and assumptions that led you there.
A grand reveal is great if you are on Extreme Home Makeover... sometimes. Giving a presentation or providing recommendations is no time to tell them how ugly their living room was before you got your hands on it. State your outcomes/recommendations/future state first.
Your end state framework will help your audience contextualize your comments around the inputs/issues/current state.
